

The 8-day Executive Retreat for Commissioners-Designate, Chairmen-Elect and their Deputies, Special Advisers and Permanent Secretaries entered its sixth day today, Tuesday, 9th December 2025, at the Hauwa Isah Wali Multi-Purpose Hall, Government House, Minna.
The day opened with an insightful lecture by Dr. Abdullahi Ndagi on “Establishing Performance Management System (KPIs) and M&E,” where he emphasized the importance of measurable indicators and continuous monitoring for effective governance.
Participants were subsequently grouped into four syndicates and engaged in practical governance simulations designed to deepen their understanding of policy implementation, advisory roles and administrative coordination.

A rich lineup of seasoned experts delivered presentations across several thematic areas. These included Prof. Abubakar Jumare, Grassroots Development and Community Engagement, Prof. Mohammed Kuta Yahaya, Governance and Policy Development Plan, Prof. Ahmed T. Aliyu, Understanding the Role of a Special Adviser
Others are Dr. Usman Suleman Sarki, Civil Service Reform and Meritocracy, Hajiya Salamatu T. Ahmed, Briefing and Advising Political Appointees, Dr. Bassey Ibor, Local Government Financial Regulations and Overview of Key Provisions, Dr. Lanre Adebayo, Intergovernmental Relations and Mohammed Aliyu Madugu, Policy Analysis and Advice

A notable highlight of the day was the presence of His Excellency, Farmer Mohammed Umaru Bago, Governor of Niger State, who actively participated and attended all syndicate sessions, demonstrating his commitment to building a competent and performance-driven leadership team.
The retreat continues to serve as a platform for capacity building, strategic alignment, and strengthening of governance structures across Niger State.
